Ab Sommer 2005 soll allen Straßenhunden in Moskau ein Identifikationschip implantiert werden. Diese zweifelhafte Maßnahme soll klären, wie hoch die genaue Anzahl der Streuner ist, die die Straßen der Stadt unsicher machen. Das Problem der herrenlosen Hunde wird in der Hauptstadt regelmäßig aufs Neue diskutiert.
